Revised with new information as of June 1, 2005

It would also be preferable, but not totally necessary, for all of agency's computers to be networked to one another before proceeding as well.
This may not mean that each staff member has an email address nor a computer, but it should mean that any of the staff can access the agency's Web site, and other Web sites that relate to the organization's work, as needed. It also means that at least one person on your staff is checking your organization's main email address EVERY DAY (or, for people in countries where that isn't possible, is checking as often as possible).
I strongly advise against proceeding on your Web development until after this minimal Internet access and maintenance has been established. A web site is going to generate online interest for your organization -- but you don't want that to happen unless your organization has the minimal systems and staff in place to handle that interest.
